I am building 40 Dell SFF Precision 3460 workstations that will run 4 monitors.  They are all built with the same hardware and specs including the AMD Radeon WX 3200 card with 4 mdp ports.  The monitors require DVI-D input so I have 4 x 6ft mdp to DVI-D cables for each.

The strange issue I am running into is that there is extreme variability in the primary monitor and the monitor numbering in display settings even though all monitors are the same for each system.  

Any idea why the monitor order would be so variable for identical systems?

Is there any way to force the same monitor numbering for all systems?

Even a slight difference in the EDID file might cause the problem. Try to emulate all displays together. Are you using same cable manufacturer for all?

Yes.  Everything is identical.  In fact, for the build station, all PCs use the same exact monitors and cables.

Exact monitor does not mean exact EDID.
