AMD Radeon VII Fails to Display to DisplayPort 1.4 (Non DSC) Monitor After Driver Update

As stated in the subject, my Radeon VII fails to display to ( my new monitor (LG 48GQ900) while the monitor is in DisplayPort 1.4 mode after updating my AMD drivers. I've also encountered this issue when modifying the display's settings in the display adapter properties in Windows Device Manager. I do NOT encounter this issue when modifying the display's setting when using Windows own display settings tab. The only way I've found to rectify this issue is by using a system restore point in windows from before the driver update. Of note, the GPU has no issue displaying to the monitor when I set the display to DP 1.2 mode. It also has no issues with my primary monitor which is DP 1.2 only.

Going to follow up with some of the steps I've taken to troubleshoot/replicate this issue.

1. Update drivers from 23.8.1 to 23.9.2. This was done both using the AMD software installed on my PC and the update downloaded from the support page for my GPU. Both instances resulted in the monitor being detected by windows but considered inactive.
2.Boot PC into safe mode to uninstall drivers via DDU, then updating to 23.9.2. This also resulted in the monitor being detected by windows but being considered inactive.
3. Modifying Display Adapter Properties for Display 2 (the monitor impacted by this issue) and applying them. This, even without a driver update from 23.8.1 to 23.9.2, results in being forced to use DP 1.2 for the monitor.
