AMD interlacing issues or similar with a SDR monitor

I am using an AMD Radeon RX 6900 XT graphic card with windows 11.  I have connected it to a 55-inch tv with 3840x2160 pixels connected by HDMI and a 24” 1080p monitor separately and together using a HDMI/display port.   Everything is OK.   However, when trying to connect to a 10.4-inch 1024x768 SDR monitor by either HDMI or display port the text/icons are blurry and the background is blotchy.   Image background is similar to pictures on the internet with an interlacing issue.  This occurs whether it is the main monitor or as an external monitor with the TV.

I have tried,

  • Changing resolution, frame rate, scaling, cables and ports
  • Updating AMD driver/software to 24.7.1
  • Changing Second monitor location in Microsoft display settings
  • Google searches, YouTube video

Internet recommended selecting a resolution with a “p” and not a “I” (example 1080p instead of 1080i).  But graphic card only allows a straight selection of resolution, like 1080.   Another source said the later AMD graphic cards do not support interlacing.

 

However, the text/icons/background are clear when I connect an INTEL mini-PC HDMI computer to only the 10.4-inch 1024x768 monitor with same cables or ports.     

 

Has anyone else had this problem?  If so, how were you able to resolve?

If not any ideas or guesses?
