So when I'm using my computer at random, it will just start stuttering, and having terrible 1% lows but on the desktop. Haven't found a pattern to what causes it, but it's seemingly random. If it is in this stuttery state and then I try to load up a game, it will perform just fine, however the moment that a scene gets even remotely intensive the driver crashes, my game and for some reason discord will always crash. I have found a temporary fix that will get it out of this stuttery phase, but considering I can't find anything about it online I'm assuming I'm one of the only people experiencing this and I'd prefer a more permenant solution.
The fix for that being turning off and then back on, GPU scaling on both my monitors. Specifically, off monitor 1, off monitor 2, on monitor 1 then on monitor 2. And that will probably fix it 50% of the time. The other 50% of the time I either have to restart my pc or intentionally get it to crash. Pressing Win + CTRL + Shift + B doesn't fix this problem.
It happens multiple times a day and its starting to get annoying. It seemingly gets worse with every new driver update since I got the GPU with 23.7.1

CPU - Ryzen 9 5900x
Ram - 32GB 3600mhz
Motherboard - Asus Crosshair VIII hero wifi
GPU - Asus Tuf 7900 XTX - currently on latest driver (23.9.1)
PSU - Seasonic Prime PX 1300
Monitor 1 - 2560x1440 165hz
Monitor 2 - 1920x1080 144hz
