5700 xt why is the CPU frequency jumping?

In games, the frequency of the video processor and the load of the video card ceased to hold. The lower the graphics settings in games, the lower the frequency of the video processor and bole not stable to become fps. We have to set the graphics settings to the maximum, so that the video card becomes more stable, but the frequency jumps of the video processor still remain. The same thing happens with the power consumption of the video card. This shouldn't be happening. Is there a problem?
