There is nothing more aggravating than stutters like this. On my 1070 I was able to acheive 100FPS nearly all of the time with minimum frametimes, but with the 5700 XT the FPS inexplicably fluctuates far too often to be tolerated. Is it the drivers? Why is my FPS going from 100 to 89 to 94 to 96 to 100 when NOTHING is happening onscreen and utilization is ~25%?
Graphics profile is performance, have tried power settings from 0 to +50.
