5700 xt Black screen and drivers deleted

This is only happening during game play when my system will black screen and then the drivers can not be loaded. When I look in device manager it shows the following message 

"This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

{Operation Failed}
The requested operation was unsuccessful."

It dose not matter what driver version and I am using, and this on a fully updated and clean install of Windows 10 PRO. I have done a clean install with each driver I have tried. I need a fix here not a workaround can someone please tell me what it going on.

Effected Games: All

OS: Windows 10 PRO

System Spec;

  • CPU 9900K
  • GPU 5700 XT
  • RAM 32GB DDR4 4133
  • MB ASUS Maximus XI Extreme
  • PSU 1200W
  • Water Cooled
  • No Overclocking

Also please note that RX 5000 series comes overclocked out of the box.
(when Radeon Software is set to "automatic" performance tuning mode)

Hay Challenger I have set everything back to the reference clock speeds and I will give it a spin. If that resolves the crash issues I will start upping the clock on the GPU then the VRAM. I will update this as soon as I come up with a stable setting. I should have been more clear that I had not messed with anything over the default clock settings.
