Your RX 5500XT supports Vulkan API. Vulcan is enabled on the GPU card from the AMD Driver.

So either you have a corrupt installation of the AMD Driver or it is out-dated. To check if Vulcan is enabled on your GPU Card, download and run GPU-Z and see if Vulcan is enabled. Here is mine showing Vulcan enabled on my Nvidia GPU card:
If it is not enabled than something is wrong with the installation of the AMD Driver.
Also you didn't mention what program/game you are trying to run which may not support Vulcan.
