I have a RX 460 and Ryzen 3 1200 CPU. I am having issue playing specific games. The major issue is with Fallout 4. In this game my fps drops from to 20 in specific areas. I play this game at ultra at 1920x1080 resolution. In all the videos I have seen so far this game seems to run fine on my card.Here are the videos-

I am not able to find the cause of this issue but one thing I have noticed is that my CPU usage never rise above 25% in areas where fps drops occur and remains constant.I have attached a image to clarify the issue.My specs are-
CPU-Ryzen 3 1200 3.4GHz
GPU-RX 460 4GB
RAM-8GB DDR4 SINGLE CHANNEL
MOTHERBOARD-AB350M GAMING 3
PSU-VS 450
WINDOWS-10 1809
I have tried clean installing windows, GPU and chipset drivers and I have updated BIOS to latest version. This issue is not present in older drivers as evident from videos. But I am not sure if this issue is only with my system.
EDIT: I have noticed in my events manager that I get error starting one component while installing drivers. I have attached file.
