RX 7600 XT Card spins 100% without any actual load while opening applications or running amd-smi

I recently added PULSE AMD Radeon RX 7600 XT 16G GDDR6 to a Linux PC with AMD Ryzen 5 5600GT and Gigabyte B450M DS3H V2 MB. The display is configured to use internal graphics and the monitor is connected to MB HDMI connector.  

 

OS: Linux 6.5.0-35-generic / Linux Mint 21.3 Cinnamon

Driver: Radeon™ Software for Linux® version 23.40.2 for Ubuntu 22.04.3 HWE with ROCm 6.0.2.

 

Whenever some applications like vscode is opened RX 7600 XT runs 100%. The actual VRAM usage is just 37MB. The RX 7600 XT was meant for LLM inference and no monitors are connected to it.

 

What is weird about this is running amd-smi command triggers RX 7600 XT to run 100% with full power and re-running amd-smi spins down the card to 0%. Is there a setting that needs to be changed to avoid this behavior.
