RX 6800 Manual GPU Tuning question

I'm using a new Sapphire Pulse RX 6800 for my new PC build and been playing with the undervolt. At stock settings, it's being supplied 1025 mV and power consumption is ~200 W. Running Adrenalin 23.3.2 as well.

However, when I manually adjusted the voltage to 900 mV, setting min clock speed to 2300 MHz, core clock to 2400 MHz, and power limit to +10% my GPU is being supplied ~965 mV while running Unigine Heaven and without crashing. Also seeing a 190 W power draw and a 1C drop in temp. If relevant, I also manually tuned VRAM to 2112 MHz with fast tuning on. I'm new to undervolting but is this voltage discrepancy normal? And is a 5% power draw reduction even worth it?

On the other hand after disabling manual GPU tuning, the voltage supplied to the GPU hovers at the ~895 mV mark, while I'm seeing my min GPU clock speed drop below 2300 to the 2000/2100 MHz levels (I guess this is expected) and the power draw comes out to ~160 W. The only game I've played is The Last Of Us wherein the GPU crashed once but it might as well be the game.

These said, it doesn't seem like manual GPU tuning is working as expected, but I could be wrong. Any insight helps and thank you in advance.

RAM: 32 GB GSKILL 3200 MHz 

PSU: Corsair RM850x Shift

OS: Windows 11
