Running stream via obs on Rx 470 driver version 18.2.1 (balance) Full Hd (60 fps)  is OK!

If you upgrade your driver to version 18.3.3 and 18.3.4, the encoder is overloaded and the brakes are wild on the stream!

Hopefully that will fix...

Same problem here, I'm back at 18.3.1 and everything's fine
