Removal of page update rate options after update

Hello, Windows, I download the latest driver update automatically from the site
But after downloading and installing the latest driver package, which I do with the auto download program
Windows System Update offers me an update with the following name:

Advanced Micro Devices, Inc. - Extension - 31.0.14084.6002

And this driver is automatically downloaded and installed by the Windows update system and causes the following problem:

After the automatic update of this driver through Windows, it causes the dynamic page refresh rate options to disappear completely. In normal mode, before the automatic update of this driver in Windows, the update rate options were as follows:
Dynamic 85 Hz to 165 Hz
Dynamic 60 Hz to 120 Hz
165 Hz
82.50 Hz
60 Hz
But after the automatic update of this driver by Windows Update, the system refresh options are reset as follows:
60 Hz
165 Hz
It means that 3 options have disappeared and are no longer available, especially dynamic refresh rate options

All this problem occurred when this driver was updated by Windows itself:
Advanced Micro Devices, Inc. - Extension - 31.0.14084.6002

My device is a laptop that has the latest Windows 11 update
And the name of this graphics device is the CPU board

AMD Ryzen 7 6800H with Radeon Graphics

AMD Radeon(TM) Graphics

23.40.27.01-240313a-401413C-AMD-Software-Adrenalin-Edition

I have the same issue after this update. The CPU is Ryzen 9 7940HS with Radeon 780m as GPU. It seems that this driver does the same thing as the OEM version of graphic driver, but it's not replacable by the public version of Adrenalin software. The Cleanup Utility does revise this problem, but Windows will install it again even if the device installation is set to off.

I've noticed a imperfect solution. In the Group Policy editor, in Computer Configuration>Administrative Templates>Windows Component>Windows Update, change the settings shown in the attached screenshots. Then, used AMD Cleanup Utility (not in safe mode) to uninstall graphic drivers; restart, and install the official graphic driver. Windows will not install Advanced Micro Devices, Inc. - Extension - 31.0.14084.6002 again.Clipboard_20240609 (2).pngClipboard_20240609.png
