Please send full hardware setup of your build and which version of windows 11 you are running this will help us narrow down the issue.
As for me I'm on Windows 10 Pro 64 Version 21H2 and found that Microsoft will overwrite AMD display drivers and software through windows update causing problems similar to what you are experiencing.
The only way many of us have found to stop this is by a Group Policy Editor or Registry Editor.
Try google searching. How to block windows 11 from updating AMD display drivers via Regedit or Group Policy Edit.
If you do find a Regedit that works you will have to do a factory reset install of your GPU drivers/adrenaline software to get that recording software back.
Unfortunately Microsoft is being a real lazy pain in a lot of our backsides.
