Radeon RX 6700XT doesn't seem to be able to reach 12Gb of VRAM (21.13.1 or 21.13.2)

I juste received my reference card from AMD and pretty much none of my games are playable, they tend to crash almost instantly, if they even launch.

So i decided to check VRAM usage and it seems the games keep allocating memory until it crashes even using super low resolution, which seems very strange. After seeing this behaviour I ran OCCT with a VRAM stress test at 80% and it would not go over 33%. After a reboot it would be 60%, then 40%, very random but each time it seems to be artificially capped.

I might add that I factory reset the drivers through Radeon software before installing the drivers. Also my PSU is a 650W Seasonic Gold and I run a Ryzen 5 5600X so it should be more than enough for everything to run smoothly.

I'm running in circles here, if anyone experienced the same it would feel good to not be alone!

Edit: After a windows fresh install and a conversion from Legacy to UEFI bios everything is good, not sure of which one affected it the most but it was needed and my issues are all resolved, now enjoying my new GPU finally!
