Found this previous Microsoft Forum thread with the same exact issue and file in question: https://answers.microsoft.com/en-us/windows/forum/all/actions-being-blocked-by-protected-folder-acce...

What is the Make & Model of your GPU?

Are there any newer AMD VGA Driver for your GPU that you can update the driver and thus the file?

If you can't update the AMD VGA Driver because you have a Non-Support Legacy GPU Card or IGPU then open a AMD SUPPORT TICKET and see what they suggest: https://www.amd.com/en/support/contact-email-form

My card is Sapphire Radeon R9 380 NITRO 4GB GDDR5 256-bit BackPlate Manufacturer code: 11242-13-20G, driver is the latest released by and i didn't receive any driver updates after this, i thing is legacy suport.

It seems that Windows is incorrectly interpreting the service as a security threat. The AMDRSServ.exe acts like a keylogger, recording keyboard and mouse inputs and monitoring programs. As a result, Windows may see the service as malware and block its access, in your case to the Videos folder. Such problems have been reported for a long time. Click on 'Actions' and select 'Allow...'. Hopefully it will teach the OS not to see the service as malware.
