Quando abro o amd software da placa de video, nao aparece a opção de ajusta a gpu(overclock,undervolt etc) aparece apenas do cpu, aparece apenas amd smartacess memory.

maybe.... Compatibility mode for all users to start as admin?
i'm sure that i already got this problem in the past one time and  the issue was a stupid, small thing wich fvk's
me up for hours but i cant remember again

Generally (some exceptions?), laptop graphics performance tuning is locked out.

Check with the laptop makers support/forum.
