just figured it out myself. will leave the solution here if anyone else has the same issue. type device manager in taskbar search and open device manager. there will be a yellow triangle with an exclamation mark next to whatever driver is causing issue. for me it was the display adapter. double click on that driver and go to driver tab. disable driver and re enable it. that fixed it for me.
