Did Ryzen Master have the same issue originally when you first purchased your PC or Motherboard or after you updated your BIOS?
There is a thread active here at AMD Forums that is showing, at least for Asus Motherboards, that the latest Asus BIOS is not compatible with the current Ryzen Master. In their case every time they try to apply any changes to Ryzen Master the PC will freeze up.
A couple Users downgraded the Asus BIOS and Ryzen Master starting working normally again.
So it is a good chance that Gigabyte might have a similar issue with their BIOS and Ryzen Master. So I would also contact Gigabyte Support and report it besides AMD SUPPORT (https://www.amd.com/en/forms/contact-us/support.html)

Make sure you are using the latest version 2.13.1.3097 from May 2024.

Try going into the motherboard BIOS, switch to Advanced Mode, select Settings, AMD Overclocking and acknowledge the warning, then save and exit. Then boot to Windows and see if RM is fixed.

Seems it may be something with that particular motherboard, as other users have reported the same issue with it.

You might want to contact Gig. support about it, or if it's a prebuilt, contact the system builder.
Do you have their 'Control Centre' app installed, there is a performance tuner (software OC/Volts, etc..). That may be locking RM out?
