I saw this happening first on Honkai Star rail whenever I open the overlay with either "ctrl+shift+o" or "alt+r" in game the overlay makes my gpu way hotter then it should be and I know that cause I'm using my phone to check the temps now and it's not just Honkai Star rail it happens in every game I thought it was because of the game updates but I'm not sure now.

My Specs:
Amd Radeon RX 6700XT
Amd Ryzen 5 7600x
Samsung 980 
Samsung 980 pro

Oh and I forgot to mention that even gpu utility isn't showing good value ex:HSR in task manager and amd link has 60-70% gpu usage but when i open overlay with ctrl+shift+o or alt+r it has 10-20% while still playing.

Edit: I found out that it may be only if the game is in fullscreen
