OpenGL in fullscreen caps my hz to 60

Yesterday I bought my first 165hz monitor and I was excited to finally try it on osu!
The problem is that when osu!stable is on exclusive fullscreen it caps my hz to 60. I checked in many ways: for example setting my hz to 144 / 165 on Windows; checking if I have the same issue in other games, but they were running at 144hz even in fullscreen. I even tried with osu!lazer and it wasn't working, until I switched from OpenGL to DirectX11, which solved my problem. I also tried Minecraft (that uses OpenGL) and same problem. After reading online, I found that AMD has a lot of problems with OpenGL, and maybe the exclusive fullscreen it's still broken. It's worth to mention that this problem is not related to my FPS since I can go over 1000fps, it's about the hz that the monitor is showing (that get capped only with OpenGL games when in fullscreen). I also tried to factory reset my drivers and installing the latest version of it, but still no luck. Anyone knows how to solve it?
My GPU: Radeon RX 580 4GB

I already did that, but when I play any OpenGL game in fullscreen it "overwrites" my refresh rate, setting that to 60hz. In other games it doesn't happen and I can play with 144hz.
