I want to develop OpenGL ES 3.1 application in windows, but download page is 404.

I tried searching on internet and found the archive page

I think the sdk I need is GLES_SDK_v31.zip file, after searching internet I couldn't found any copy of it, does anybody know where to download this zip file, many thanks.
