Minimum FAN speed
Current minimum FAN speed is 23%, in my case with Sapphire 7900XTX that's more then 1000rpm wich is kinda too much! Gpu on idle is 26c or less. I can set 0rpm but then temperature is around 58c.
Is it possible to lower this 23% limit to atleast 12%. By default you can always set 23% as default, but allowing for lower.

Most cards have low hard limit, this means, you cant go lower. My RX480 had its minimum on 800rpm, even if I set 10% it wont work that way.
Try MSI afterburner to check if you can go lower.

This may or may not make you feel better.
“the rule of thumb is that every 10°C increase in temperature reduces component life by half”
I'm not sure I believe that, half seems a little much but I do know it has some effect.
