Main display goes dim when using second monitor (cursor bright)

I updated the drivers recently and since then I am running an issue when I extend my desktop to both monitors, the main monitor goes dim. Still readable but much harder to read.

the cursor has full brightness.

If I try to enable HDR in the windows control panel, it goes to full brightness for a second, but then HDR turns itself off. I'm guessing the problem is that the 2nd monitor is not HDR compatible (it's an older Dell 2001FP) and somehow the driver can no longer drive an SDR and an HDR display simultaneously when it previously could?

I poked around and tried several things that I found in similar posts, for example I changed the pixel format and back  which may have worked once but not since.

I tried setting Eyefinity and the main display is bright again but it makes the main display use the height of the 2ndary display, so only 1200 of my 2160 vertical pixels are used on the main display, as soon as I delete the profile the main display goes back to dim

Since the display being dim makes it barely usable, my only option is to remove my secondary display, which I rely on a lot, so I am very unhappy that a driver update did this

 

Main Display: Viewsonic VX3276 4K

Secondary Display: Dell 2001FP
