I noticed that when i upgraded AMD software to the latest version (23.7.1), it gave this problem of stuttering and low frame rate when the game for example loads a new map. The games i tested were Overwatch 2 (M.2), Phasmophobia (M.2), Garry's Mod (Main SSD) and Grand Thef Auto V (Main SSD).
Tested Games:
Overwatch 2:
before i upgraded driver was running smoothly and on consistent 144 FPS (limited frames), now when the game loads a map, it has big lag and very low frame rate, and after something like 7-8 minutes, it returns back to consistent 144 FPS.
Phasmophobia:
this is the same case as Overwatch 2 but with minor stuttering
Garry's Mod:
Hasn't changed much after the driver update
Grand Thef Auto V:
Runs fine

I noticed that when i start a game or something using the GPU, fans are turning on. But the problem is now that the fans stays on even if i leave the PC idle (45°- 50°). So in this case i suspect overheating or some sort of problem related to the new driver that i installed

RAM: 16GB Viper 3200mhz
PSU: Sharkoon 650w
CPU: Ryzen 7 2700x (with stock cooler)
GPU: 5700XT Gigabyte
