Restart your Computer three times in a row after it boots but before you enter Windows.
Windows 10 has a feature that will automatically take you to a Repair Menu where you can choose to "Repair Startup" or enter Safe Mode.
I would enter safe mode and uninstall the AMD driver and reboot. If it boots into Windows, then install the previous AMD Driver that worked.
If for some reason you can not get to the Repair Menu after rebooting three times in a row than you will need to run a Windows 10 Installation disc to get to the screen.
