Integer Scaling on R9 380

I am trying to use the integer scaling option on my R9 380, however when I set the scaling mode to preserve aspect ratio it isn't making the image scale up to 1080p that my monitor is, for example if I set the resolution to 1024x768 it basically runs it like centered mode but up the top of the screen. Even if I set the resolution to 1280 x 720 it performs the same way. I have attached a picture running at 1024x768 with integer scaling on and set to perserve aspect ratio to show what it is doing.

Setting the scaling mode to full screen doesn't work, it just centres the image instead, centre does work however as expected however.

Is anybody else having this behaviour? If so is there something I can do to fix it? I have never had it work since the driver came out that enabled integer scaling on my computer. I have fresh installed Windows 10 recently too which didn't fix the issue.

My GPU is an R9 380 and my monitor is an LG 24MP68VQ with freesync on.
I have tried turning freesync off but that made no difference.

I think I have worked out why it isn't working, it does seem to be working at 640 x 480, but not at 800x600 or 1024x768 for the particular game I was trying to play with Integer scaling on. When I thought about it given Integer Scaling works by doubling pixels, 640 x 480 becomes 1280 x 960 which fits into my screen resolution of 1920 x 1080. However 800 x 600 would be 1600 x 1200 which wouldn't fit, and 1024 x 768 would become 2048 x 1536 which again doesn't fit.

Can somebody confirm if my thinking is correct? Or whether it should be working but something is preventing it from doing so.
