After struggling with the Overlay not opening for weeks now, and it sometimes working, sometimes not, I've come across a Thread that said that: "Disabling Virtual Super Resolution" Helped.
And it did.
I thought it was my Wallpaper Engine, but it wasn't.
Please AMD.
Fix your goddamn Software.

Nevermind the top Part. It's broken again.
To put up what I tried:
- Restart Computer
- Run the Software with Admin Perms
- Run everything with Admin Perms
- Run the Game in Admin Mode
- Disable VSR
- Reinstall Drivers
- Downgrade Drivers
- Upgrade Drivers
- Factory Reset Drivers
Every Solution provided by the Internet worked ONCE, but stopped after launching the same game again (Helldivers 2), or stopped working after launching a different game.
Great Cards, even better Technology, horrendously designed and extremely bad Software.
At a loss of words.
AMD, please do **bleep**ing better.
