Okay one image with the error message for your AMD Chipset doesn't help at all to find out the problem without knowing the Make & Model of your Motherboard and the AMD CHIPSET error number you are getting.
Look at the AMD CHIPSET logs to find out the AMD Error number for your error message.
EDIT: Was looking at Appauls Troubleshooting tips on how to resolve your error: https://appuals.com/fix-the-feature-you-are-trying-to-use-in-on-a-network-resource-that-is-unavailab...
It mentions to use the Microsoft Install/Uninstaller to correct the error. Try that first which has helped several Users in the past to install the latest CHIPSET package.
You can download it from here: Microsoft Install/Uninstall Tool
Run the tool and uninstall all AMD CHIPSET Drivers. Not the AMD Graphics driver. then try to install the AMD CHIPSET Package again.
