and is the new driver model that changed on Windows 8.1 and later, from WDDM 1.1 to 1.2; so if you could please fix this old driver I'd be very thankful, I can't afford to upgrade my old video card and MoBo, CPU and PSU right now

You are out of luck.

AMD Stopped supporting Windows 8.1 around 2016. So no new AMD Driver updates. Plus your HD 4670 has no Windows 10 drivers except what Windows Update installs.

OK thanks for the replies. All I want is to capture MechWarrior Online @720p for YouTube, and free CPU power for better capture compression and higher FPS; I'm poor right now and for a long time, can't buy a compatible videocard for my PCIe 2 MoBo, compatibles are not available anymore, newer cost too much. I'll try to find a AMF modded driver or tool

Let me see if I understand, you need an older driver that is not compatible with Windows 8.1?

If that is the case, I would suggest making a Win 7 partition.
