I own a 5800H/RX 6600M Laptop and I'm locked on the 23.9.1 driver because of bugs and because on 23.9.2 and after is a different version of the same driver for the iGPU and dGPU, which creates a conflict.
My iGPU is based on the Vega architecture and my dGPU is RDNA2, the new drivers are one for the Vega and one for the RDNA2. If I install both RDNA2 and Vega drivers, this happens:
Nothing works anymore, nothing opens... I have to do some tricks to get into safemode and use DDU to delete both drivers.
If I just install the Vega driver, the dGPU doesn't work and Windows can't hybridize...
Sometimes even with the 23.9.1 stops hybridizing after reboot.
So what could I do? Keep myself on the 23.9.1 forever?

Use the latest from the Laptop Manufacturer.
It's the first thing I did
They make it and write the drivers for them, AMD only supplies the chips.

There's a link to combined driver pkg in the 6600m driver release notes, have you tried that.

You could mess around with all the 'Powershell' commands, or try a 'usb repair install'.
