gpu fans won't stop spinning, got an rx6600 and a r7 5800X

My gpu won't go idle, the fans spin all the time since powering on and I can't seem to find a solution to this, a friend of mine has basically my same pc but with a 5600X instead.

Before i changed cpu the gpu would actually go idle when I wasn't doing anything intense, I also tried the custom settings in the software but it won't let me change the base fan speed of the curve, the lowest I can go is like around 30% fan speed and I don't have the option to turn on zero RPM because it just isn't there

Have you installed the latest Adrenalin graphics driver update (24.9.1)?  That's a first step.  Next, are you trying to set fan speeds with Adrenalin or with another application?  I don't know if you can access GPU fans in the motherboard BIOS, but it's worth looking there too.

Yes, installed the latest drivers, also downgraded from them because they started giving me problems and currently waiting for the next update. I tried adjusting the fan speed both with adrenaline and 3rd party apps, no useful result came from that since whatever I use the zero rpm toggle never shows up or since when I use a graph to choose the speed of the fans based on temperature and put it at 0% it just doesn't work. The only fans I can access in the motherboard bios are system fans and the cpu fans.

Check to see if something else is running in the background while Windows is up.  Perhaps you have a motherboard application running that is taking control of the fans.
