I can't use my 2nd monitor on Fullscreen, it lags for 1-2 secs and GPU drivers crash. I used this 6600XT with a different setup (Ryzen 5 3600/b450 tomahawk/650W corsair) and never experiencied this problem.

There is a system BIOS version 3208 available on asus.com for your motherboard.
AOC 24G2 144hz & Samsung UN37C5000QF 60hz
Display Port & VGA to HDMI adapter
1080p 144hz & 1080p 60hz
Thanks about the new BIOS version, I will update(:
I am a bit confused. Neither Samsung UN37C5000QF nor AOC 24G2 have VGA inputs. Why are you using VGA adapter?
Samsung UN37C5000QF has. I use an adapter since I use VGA with the TV & with a generic monitor (Mitsui), and it is easier to switch between the TV to the generic monitor since non of them has DisplayPort & 6600XT sapphire has 3DP and 1HDMI.
Ok, my bad. What do you use as an adapter? Are you using an active DP-VGA adapter? How do you switch between TV and Generic monitor?
I'm using this specifically, VGA from my generic monitor or TV, to HDMI connected to 6600XT. I don't use an adapter for DisplayPort since my main monitor (AOC 24G2 144hz) has DP. And by switching I mean that I disconnect the VGA adapter from my TV & use the VGA from my generic monitor (Mitsui).
I can assure you the behaviour of your 6600XT has nothing to do with the CPU. In general I am quite confused why you are using this kind of setup.
Your TV has plenty of HDMI inputs. Why are you using VGA, which is not good on full screen anyways. Why don't you use the set up below?
With the setup above you don't even need to disconnect and reconnect your VGA cable from TV to Mitsui monitor
The HDMI cable isnt that long to be connected with my PC, so I decided to move my PC closer and use HDMI for TV and DP for AOC monitor, and still I'm having the same issue with Fullscreen Youtube and VLC. I also tried with the generic monitor with HDMI and same issue.
