What the title says. It even happens with my media player.

This never happened on my computer until I upgraded to the most recent drivers from this year. Is there a fix for this? Or am I gonna have to downgrade to an older driver?

this happened with me a while ago but it looked a little different then yours on my Radeon VII  , what I did was enable 10BIT pixel format under global graphics settings > Advanced , I turned it on and it asked me to restart I did it and somehow it fixed the problem , try this and see and if it doesn't work I suggest to downgrade the driver. remember if it fixes the problem toggle off the 10bit I don't know why it makes everything stutter

I just downgraded the driver, to the July 14 2020 update, and I'll just leave it that way for the forseeable future.
