Why "Freesync - AMD Optimized"? How to disable auto change to "Freesync - AMD Optimized" every time after turning on the PC and restarting the PC? I don't need it, because "Freesync - On" better than "Freesync - AMD Optimized". Same problem with "Integer Scaling".

The topic can be closed. The problem was with the service Windows 10 "AMD External Events Utility". Before - Disabled. After - Enabled.

P.s. For all technical support AMD - Do not sell a video card, if you do not know, how to solve the problem.
