I certainly can't say this is what is causing your issue, however the AMD drivers are optimized to work with the current latest released Windows version. So your LTS version does not fall into that category.
You didn't give really any specs of what you system is and I am not even sure about what your problem is.
You might want to elaborate a bit and give full system specs.
