Also had to give permission for my Windows to install it, and I only use Windows Defender.
I suppose it's because the driver is optional and uncertified.

Assuming that you downloaded the driver from the official AMD drivers webpage or from radeon software, yes it's safe. Most likely a false positive by avast.
My zone alarm had no issue with the new driver.
