Set the core voltage to maximum and reduce the core clock to the manufacturer's specifications, that helped with my RX5700XT. Test the graphics setting with FurMark and you will find that the maximum core clock is never reached. I only use the Radeon driver 12/21/1 and the MSI Afterburner. With the GPU-Z contained in FurMark under Lookup you can look at the manufacturer-specific graphics card data and compare it with the standard setting of the Radeon driver, the core clock is usually much higher than specified. Therefore problems with WattMan, but it can also mean too high graphics requirements in the game.
