After update the Windows 10, AMD radeon setting become version 17.1.1(I already disable windows to update my graphic driver, work before but in this update it roll back to version 17.1.1 again) . I uninstall it and install version 19.3.1 but it fail. Try again with version 19.2.1 and 19.1.1 also fail. Error 1603 show even i do clean install or use AMD Cleanup Utility. Fail on AMD Display Driver and AMD Settings.

Try this below mehod, hope it works:
Method: Open the Start Menu and the type commend prompt in the Start Menu’s search box.
Right-click on the first result that gets showed in the Start Menu and click on the Run as Administrator option.
In the Command Prompt window, type the command sfc/scannow and then hit the Enter button to initiate the command.
Wait for the process to be over.
Next, type the command netsh winsock reset and press Enter.
After the command is executed, restart the PC and test to see if the issue is fixed. If the problem persists, try the next fix methods.
After the process is done, check to see if the "Can't install driver after windows update" is resolved.

My Windows Update work fine. Only problem is can't install AMD driver after update.
