AMD Radeon hidden console-like 30FPS! and where to post suggestions to AMD development team?

I have rediscovered a half refresh rate VSync scenario in the AMD drivers from years ago, but on further testing with it, it is as smooth as a console like 30FPS lock with less stutters than setting FRTC to 30 with FreeSync enabled, which leads me to asking the question: why can't you/AMD simply give us the option to set 2 VSync intervals/half-refresh when an almost perfect version exists in your driver?

For example, I can get it working by using the Center Scaling in your driver (without Integer Scaling of course) but it only works for lower than native resolutions and then when enabling VSync in-game it locks to a perfect 30FPS pace with pretty good input response and no stutters at all. Whereas, I cannot recreate this perfect 30FPS pace by only using FreeSync with Chill/FRTC. The drawback is I do not get to use my fullscreen and a custom resolution does not work.

So, I am convinced it will be a great feature to your AMD users without FreeSync monitors to have this toggle for Fullscreen resolutions. Furthermore, FRTC still does not work without FreeSync or by disabling VSync on non-FreeSync monitors. FRTC will always give non-freesync users screen tearing because they have to disable VSync; I have tested this.

My suggestion is simply linking your 30FPS / half-refresh algorithm from Center Scaling to a toggle in the display tab which allows for it to be used with Fullscreen games and in-game VSync enabled; which does not require you to implement in-driver VSync overrides for DirectX, because still only OpenGL VSync overrides is supported in AMD after all these years.

Please can you suggest this to the driver team, because I do not know where to submit suggestions to AMD since they only ask customers to vote for AMD's own selection of driver features.
