AMD Radeon Command Line tool continually running

I have the latest version of the AMD software installed, and I am getting continued (about every 45 seconds) re-running of a background application called AMD Command Line. I am up at nearly 400 of these processes running now. Attached is a screenshot of what the processes are.

It starts from the moment I restart my computer and builds up over time until I restart again. 

I am unable to uninstall the software, as it force uninstalls my drivers (which is stupid by the way, I should not have to depend on software in order have legitimate drivers)

I would run the AMD Cleanup Utility. Make sure to have any AMD drivers for GPU, Chipset, AHCI etc handy for re-install before running it. The Utility will wipe out all AMD drivers and software. Have your machine disconnected from the Internet when you do this and when re-installing the drivers.
