AMD Radeon Adrenalin Software Causes Stutter when I use the HDMI Scaling Feature

   Basically I got an MSI Radeon RX 570 a few days ago and when I installed the drivers for it, the video card over-scaled my TV. With this issue, I installed the Radeon Adrenalin Software (19.9.2) so I could use the HDMI Scaling feature to scale down my computer screen to fit my TV. After I did this, I noticed a stutter effect with my PC. Whenever I minimize apps, they lag. If I try to play any games, they lag. I noticed that when I changed the HDMI Scaling feature back to normal, the stutter effect would disappear.

   I was wondering if anyone had a fix to this or if it's just an AMD issue with their software. Thanks in advance for taking the time to read this and helping me out.

UPDATE: I installed the newer version of AMD's Radeon Adrenalin Software (19.12.1) where it states here:

Radeon RX 5700 series graphics products may experience stutter in some games at 1080p and low game settings.

However, under "Known Issues" it doesn't say anything about HDMI Scaling causing this stutter. Would there be any other reason for this stutter to occur? Again, I only see it happen when I use the HDMI Scaling feature. When I set it to 0%, the stuttering disappears but the problem with this is that my screen is too small for the TV (it over-scales).
