Desde meu último post aqui vim estudando ainda mais os assuntos, e procurando as diferenças em DX11 desde o driver 22.5.1 até o 24.2.1, enfim encontrei algo que a AMD fez com o intuito de melhorar o desempenho nos jogos DX11 para tentar se equiparar às Nvidias, a adição do DXNAVI, uma otimização para DX11/DX9.
Tendo isso em vista comecei a procurar em diversos locais à respeito e consegui várias respostas e boas explicações, deixarei os links ao final do post para que possam ler.
Para mim, desativar o DXNAVI do DX11 e utiliza-lo da forma padrão, resolveu o problema de olhar para a cidade e ter o uso de GPU reduzido e o FPS muito baixo.
Vale a pena dizer que testei com o driver 24.2.1 e não tive sucesso, mas sim com o 23.11.1 ( Driver que uso e que para mim é melhor que os demais )

Since my last post here I have been studying the subjects even more, and looking for the differences in DX11 from driver 22.5.1 to 24.2.1, I finally found something that AMD did with the aim of improving performance in DX11 games to try to to match Nvidias, the addition of DXNAVI, an optimization for DX11/DX9.
With this in mind, I started looking in different places about it and got several answers and good explanations, I'll leave the links at the end of the post so you can read them.
For me, disabling DXNAVI from DX11 and using it in the standard way solved the problem of looking at the city and having reduced GPU usage and very low FPS.
It's worth saying that I tested with the 24.2.1 driver and was unsuccessful, but with the 23.11.1 (Driver that I use and that for me is better than the others)

The DX11 DLLs without NAVI in driver 23.11.1 are in the default directory, but in driver 24.2.1 they are in C:/Windows/System32.

Interesting that you never get more than 60% usage. I can have a 100% usage when im in an open field or forest, but the second i glance at a building it drops to 60 - 70%

Why is it when i play above anything higher than high settings my 250+ frames feels like am playing at 70?
I returned to dayz and indeed the problem is not fixed as I thought at first.... When I enter a city the gpu usage drops and stutters appear. A friend also has this problem:
Interesting because for me (rx 6750 xt) the problem seems to be gone but I see a lot of people saying the game still runs poorly so I think I should do another test in the same place I did the previous tests
What Adrenalin version are you currently using? I skipped both 25.1.1 and 25.2.1 and am still on 24.12.1

I have a rx6750xt and runs poorly in cherno/livonia/namalsk tried everything nothing seems to work current driver (25.1.1)
24.12.1 Overall quality set to extreme
lastest driver 25.2.1 now makes frames terrible again in bases outside still fine
going back to 25.1.1 fixes it i swear to god every driver brakes dayz
Did I understand correctly that driver version 25.1.1 fixed the issue of FPS drops in cities and low GPU utilization?
Frames have been fine for a while GPU % is still low but going to 25.2.1brakes the frames again in bases

open/forest areas am at 300+
sitting on the coast am at 400 looking out at the sea
towns am at 140+
bases before they really built am at 100+
once put loads of tents down and lockable lockers it tanks from 100+ to 30 frames

with those specs how much fps do u get in dayz? I only need a gpu for my new build and nvidia prices are crazy, but from what i can see amd is poopoo for games like dayz, i got like 5k hours in it and its my main game. I got 9800x3d, 32gb ddr5 6000mhz, MSI B650 Tomahawk WIFI, 1000W, 2tb ssd
I play too much DayZ. I started with the mod for ARMA2. These are my DayZ stable stats:
I don't even want to show DayZ mod hours and have some on the experimental as well. A lot.
Currently, I am getting about 110-120fps outside the cities, which drops to about 60fps in large cities/player bases. Unfortunately, GPU utilization drops as well. Currently, I am not on any of the servers in a large city, so I can't test.

I used to play a lot with config files, but the only thing I still change in the config files is the mouse smoothing.
Strange because my friend with a 7800x3d, 7800xt and pretty much the same stuff as you got around 200fps in cities like elektro with medium - high settings.
i just give up and refunded that gpu, buyed instead RTX 4060 and no problems at all... AMD is a joke in case of GPU's...
Starting to think DayZ engine is just straight ass, even in Linux, where AMD "drivers" in the kernel are supposedly good, the GPU usage and frame times are still atrocious, despite running the game in a bleeding edge gaming oriented distro and having an aggressive GPU overclock profile. It's like our hardware isn't even aware we're trying to play a game over here.

What about 25.3.1? Low GPU usage and pixelated foliage have been fixed?
I noticed horrible stutters in 25.3.1
Was playing around with my settings and noticed that having hardware anti aliasing on medium or high would use from either 96 to 99% gpu.
This did however reduce my fps from 260-280 in forests to 190- 220 and slighty increased fps in cities from very inconsistent 120-144 to very stable 160-180. All in all made the game a lot stabler for me, i barely notice the fps drops now.
Am using a 7900xtx and a 5700x3d
This is by no means a fix unless u got some headroom fps wise like myself as i my refresh rate is 144 hz so thats what i cap it at and therefore dont notice the stutters anymore
Please tell me that this game works with the new 9000 series.

You have 60% gpu usage.. It's broken.
No lol. Dayz is a cpu based game and my friend with a 4090 gets between 40-50% usage.
in 1440p ultra more load falls in gpu..
I can understand 40% gpu usage in 1080p low.
My cpu usage is really low so it's not bottleneck but I still have low gpu usage in rx 6600 which causing low fps..
compare rtx 3060 usage to my rx 6600.
1440p, medium - high settings. My buddy has 4090, ryzen 7900x3d and gets GPU Util = 40% ish, CPU Util = 25% ish.
I am happy to report that the game works much better with the new 9070xt. GPU usage never dropped below 80%, even in downtown namalsk.

I have played DayZ with 4 AMD GPUs - RX6600, RX7600 XT , RX7800 XT and now RX7900 XTX
All of them had/have the same issue. ( with the newest drivers at the time)
With my 7900XTX in 1080p : Uncapped it reaches about 220-300 fps in open areas,forests or edges of the map but as soon as I enter the city or any village or even look at the city direction the fps drops to around 110-140 and around 6-10% micro stutter. GPU usage is around 60% almost all the time, sometimes it jumps to 70-80%
I tried it with Smart Access Memory on and off. It did not make any difference, at least for me.
Reinstalled Windows, drivers. no difference as well.
