Adrenaline 22.11.2 will not install on Windows 11

Here are my system specs. The MD is a Gigabyte B650E Aorus Master rev. 1.

The installation of the AMD Adrenaline 22.11.2 package causes a reboot before the installation finishes. Windows shows these events:

It turns out that Adrenaline 23.2.1 fixes this issue, but this required a power down and a reboot to get the driver to finish the installation. Otherwise it kept rebooting over and over. Windows 11 caught this on the 3rd reboot and gave the power down option. Apparently the hardware needs to be in a certain state for the installation to complete properly.
