I would try to take this up with Asus, mainly because they are the company that manufactured the laptop. Many laptops experience issues specifically with drivers because the drivers for a laptop need to be specifically tuned and made for that machine. If you don't want to backtrack to the drivers provided by the product page for your specific laptop and 23.9.1 works for you, I would stick with 23.9.1.
This site has experienced many laptop users finding drivers completely unusable when trying to move from the OEM driver to new drivers made by AMD. Not every possible configuration can be supported as that would make drivers take too much time to release, and it would require testing on every platform that is in existence.
It is unfortunate but the fact is some machines will have problems running the newest drivers while some will run fine. The best bet is to use what works. Most people don't need the latest and greatest drivers unless they are running specific software that depends on the newest driver's optimization.
Again, it is unfortunate that the latest drivers are not working for your machine specifically, but laptops have been known to be finicky when it comes to the drivers that work and function properly.
Hopefully there is a fix. I would suggest maybe disabling Multi-Plane-Overlay or MPO, and if that does not help, use what you know works.
