A Problem with my 7900XTX in cold Boot

I have a problem with my PC. When i cold boot ,the GPU Driver will Randomly Can't boot , PC will Black Screen after ROG logo loaded for few 7~8 seconds, then The Windows login interface appears, I input PIN and into my desktop then The screen is frozen, but NumLock CapsLock is still work so i take my Display Port to MotherBoard's DP, Windows is still Work and  In Adrenalin Software my 7900XTX is Lost , IN Device Manager 7900XTX will have an error: Code 31 like Windows can't use driver balabala....

I Reboot my PC then everything will OK, and in Windows Event View it will have an error "amduw23g is stopped"

This problem is randomly (Maybe cold boot 8~10 times appear once),and in Furmark 3DMark and some 3A Games GPU works well

i bought this GPU card in June this year it's all ok before ,until I update the new Driver  24.10.1 , this problem appear,I tried to solve this problem by myself,so i format my disk and Reinstall Windows,I use old Driver 24.5.1,this problem seems  have been resolved till i open a Game it appear again, but have a few different : cold boot never appear this problem for a week in many cold boot tests ,but when i open a game it's appear again and this time my windows was frozen too ;in Windows EventView, there is no error record about "amduw23g" ,I am very confused about this,Are they the same problem?

I have already done the following

Reinstall Windows (Win11 24H2)

Use different Driver 24.5.1, 24.10.1 ,24.12.1 (5.1seems well in cold boot, but game appear once frozen;10.1 & 12.1 have same problem)
