So I use elgato 4K 60 Pro to record my gameplay. I bought the 6800XT just yesterday and as you can see from the screenshots it says it doesn't support 4K 60 and the elgato goes to 4K 30Fps recording when I press record. I used 1080 Ti before and then a RTX 3070 both of them supported 4K 60 but this one doesn't even tho it is much powerful than the previous cards. So it seems like its either AMD or elgato that needs to update their software to support 4K 60. I have asked this on reddit and people with the same card has same problem as me.
