I confirm this issue. On Samsung OLED G8 + AsRock RX6800 Doom Eternal just says "HDR is not supported on your monitor". Rolling back the driver to 23.3.1 fixes it and game goes into HDR just fine.
After some googling, it turns out this is not the first time this has happened. Apparently Vulkan HDR was broken and later fixed by driver update in 2020 as well - HDR is not supported on your monitor :: DOOM Eternal General Discussions (steamcommunity.com)

Thank you for confirming this. I was tearing my hair out trying to figure out why this suddenly changed.
I did find a temporary work around that works for me. In windows, enable auto HDR... launch DOOM Eternal and you are greeted with the same pop up about not supporting HDR. Go in to the games settings menu and "re-tick" the enable HDR box and it works again. The downside is you have to do it every time you launch the game.
Its odd because ALL other games work with HDR without issue.
My monitor is the LG C1 48" with the Sapphire Nitro+ 7900XTX

Forgot to mention that the 23.4.1 driver has the exact same issue.
