Is it ok to run the Ryzen 9 7900x at 3000Mhz. See for full explanation

So Here is my build plus what I am talking about. If I run my ram for what it is rated for 6000mhz the memory on the CPU's GPU it goes to 3000mhz when I don't use EXPO it goes CPU goes back down to 2400mhz. While I am here My Radeon 7900XTX keeps spiking from 75mhz up to 909mhz then idle around that low area for a while than a random spike

EXPO is AMD's extended profile for overclocking. When you enable it, the memory runs at the manufacturer rated speed and timings. When you disable it, the memory runs at SPD default speed and timings.

The GPU speed is likely spiking because there is a process running that is occasionally using it, such as video ads in a browser window for example.
