According to AMD's own specs the recommended minimum PSU for running a RX7900XT in your PC is 750 Watts PSU.
But AMD recommends a minimum PSU for running a RX 6700 XT in your PC is 650 Watts PSU.
Went to this CPU/GPU PSU Calculator and inputted both GPUs and your AMD 58003D processor:
With the 58003D with a RX 7900 XT:

But I would still upgrade your PSU to one, at least, 850 Watts to prevent any power issues. Your RX 7900 XT might have some power spikes that exceeds your 650 Watt PSU that might cause it to shut down thus the recommended minimum 750 Watt PSU.
Plus the RX 7900 XT might draw a lot more wattage under heavy loads that might cause power issues with your PC.
In my opinon your 650 Watt PSU will be insufficient with those two hardware installed in your PC.
AMD recommend the min PSU is 750W but id go higher, 1000W would be my preference as some of the custom cards have a greater TDP

Agreeing with the above - 750W is the minimum here for the GPU, but I always like to go a bit higher just to be safe. Somewhere between 850-1000W... (again, just personal preference).

Follow the recomended PSU from the AIB. 650 wouldnt even make my old RX480 happy when heavily OC'ed.
I think 850 Platinum will give you the efficiency and headroom. If you want future proof 1000watts is spot on, unless you plan the ultimate overclocking plus tons of shining RGB fans, internal screens and custom loop.

That 650W, you better just put it on a shelf for backup emergency or troubleshooting needs. As for 850W vs 1000W it will depend on your budget. You can get a Corsair (highly recommend) 850W for $140- $150, but if you can save for one or 2 months to afford a Corsair 1000W for an additional $40 dollars ($190) I would suggest you go that 1000W route. This way you would have headroom for expansion. If you can afford it now, I would recommend a 1200W - 1300W.
Just skip up to the 1000W PSU. You won't be using it all, but the overhead is good. 😉
